Summary:PROBLEM TO BE SOLVED: To provide an aqueous resin dispersing element which has storage stability and good coating curability at a low temperature and can form a coating excellent in characteristics such as lubricity, mold-release, durability and solvent resistance. SOLUTION: An aqueous resin dispersing element composed of emulsion polymerization of a radically polymeric monomer under the presence of a silicone polymer emulsifier wherein a monomer unit containing an alkoxysilyl group in the silicone polymer emulsifier and/or the radical polymer has a ratio of 1-40 wt.% based on total weight of the silicone polymer emulsifier and radical polymer.
