Summary:PROBLEM TO BE SOLVED: To realize a working surface of high quality by including the solid reducing agent for reducing the metal powder of a conductive grinding wheel including the metal powder, resin and abrasive grains. SOLUTION: A mixture of metal powder, resin, abrasive grains and the solid reducing agent mixed at a normal temperature is baked for formation at a temperature more than the melting point of the reducing agent and less than the melting point of the metal. The reducing agent is liquefied by heating to the melting point of the reducing agent or more, and the oxide formed on the metal surface is deoxidized in the metal surface so as to give the conductivity. When temperature exceeds the melting point of the metal powder, the metal powder is melted and the whole thereof flows, and a danger that the abrasive grains are eccentrically arranged is generated. A reducing agent satisfying the following condition can be used. (a) solid at a molding temperature. (b) liquefied at a temperature during the formation of the grinding wheel (for example, less than 200 deg.C) to reduce metal. (c) a middle degree of acid for dissolving the only metal surface. (d) handling is easy. As this reducing agent, fatty acid is used.
