Summary:PROBLEM TO BE SOLVED: To provide a cutting tool and a tool with a holder capable of improving finished surface toughness (smoothing a surface) in cutting operation. SOLUTION: On the lateral side (flank 9 side) of a cutting tool 1, a flat drag 13 removing the top and bottom of a finished surface is formed between a terminal part 11 where the curved surface (nose R) of a nose part 7 ends and the flank 9. Namely, a flat drag 13 is formed at the range of a flat drag angle 0<θ<5 deg. at a more inward position than the tangent of the terminal part 11 of the nose 7. The width (w) (width viewed from cutting face 3 side) of the flat drag 13 is in the range of 0<w<=1.5 mm.
