PROBLEM TO BE SOLVED: To provide a polymn. apparatus and method for heterogenous polymn. being capable of suppressing the generation of coagulated matter or the adhesion of a polymer, and a method for producing a polymer. SOLUTION: This polymn. apparatus is equipped with a reaction tank, a rotary stirrer and a stirring control mechanism for controlling the number of rotations of the stirrer. The stirring control mechanism has a function controlling the stirrer so that the number of rotations R2 of the stirrer on and after the polymn. of 80 wt.% of a whole of a monomer is lowered to 10-90% of the average number of rotations RI of the stirrer until 5 wt.% of a whole of the monomer subjected to polymn. is polymerized. A polymn. method and a polymer producing method are a method for polymerizing a monomer in a homogenous system by using the polymn. apparatus and the stirrer is controlled so that the number of rotations R2 becomes 10-90% of the average number of rotations R1.
