Summary:PROBLEM TO BE SOLVED: To improve a product quality by restraining an oxide film thickness being occurred on a rolling material to a marginal oxide film thickness or lower, while preventing an occurrence of scale flaw on the rolling material and restraining an excessive cooling of the rolling material. SOLUTION: This device and a method is referred to a hot rolling facility comprising a scale breaker FSB installed at an inlet side of a finish rolling mill line F wherein plural rolling mills F1-F7 are arranged in tandem. A descaler D is installed between a first step rolling mill F1 and a second step rolling mill F2 of the finish rolling mill line F, and a cooling device C for cooling a hot rolling steel plate 1 is installed between the second step rolling mill F2 and a third rolling mill F3. A control device 8 is further installed for controlling the driving of the descaller D and the cooling device C selectively for not-driving either, driving either one of the two, or driving both of the two according to a rolling condition. Rolling is performed by restraining an oxide film thickness of the hot rolling steel plate 1 at an inlet side of the third step rolling mill F1 to a marginal oxide film thickness of 5 μm or lower.
