Summary:PROBLEM TO BE SOLVED: To provide a handle locking device which can prevent the case that a handle bar is rotated naturally, and the car body falls, during the parking time of a bicycle and the like. SOLUTION: While a handle fixing member 10 is provided slidable, a lock member 11 is provided rotatable to the handle fixing member 10. When the handle fixing member 10 is pushed in against the energizing of the first spring member 15, the handle fixing member 10 is fitted in a receiver member 9, and the lock member 11 is also pushed in, and the hook part 11a of the lock member 11 is hooked by the energizing of the second spring member 12, so as to maintain the fitting condition of the handle fixing member 10.
