Summary:PROBLEM TO BE SOLVED: To obtain the subject new compound comprising a specific phenylpyrazole derivative and having an excellent hervicidal activity, selectivity among crops-weeds and high safety for the crops. SOLUTION: This compound is represented by formula I [Q is a group represented by formula II (X is H or a halogen; Y is a halogen, cyano or the like; and A is H, an acyl or the like) or the like; R1 is H, an alkyl or the like; R2 is OH, a haloalkoxy or the like; and R3 is cyano or carbamoyl], e.g. 1-(4- chloro-2-fluorophenyl)-4-hydroxy-3-methylpyrazole-5-carbonitrile. The compound represented by component formula I is obtained by reacting a hydrazine compound or its hydrochloride with a compound having two carbonyl groups in a solvent, preferably at 0-80 deg.C for 5 min to 24 h, providing a hydrazone compound, then reacting the resultant hydrazone compound with a compound represented by the formula L-CH2R3 (L is a halogen) in the presence of a base (e.g. potassium hydride) in a solvent, preferably at 10-100 deg.<= for 10 min to 24 h and subsequently cyclizing the prepared compound in a solvent with a base.
