PROBLEM TO BE SOLVED: To suppress the addition of a structural feature which does not exist in an original character to the minimum, in a character segmenting method and a device for segmenting only a character image from a form containing a frame line for filling the character and the character which is brought into contact with the frame line or which crosses the frame line. SOLUTION: The device is provided with a means 1 inputting frame line crossing character as image data, a means 2 calculating contact/cross information on the character and the frame line, a means 3 separating the pertinent character and the frame line from cross information and a means 4 outputting only the pertinent character image. A character frame line cross information calculation step calculating crossing information showing the crossing state of the character and the frame line from the character image to which the frame line is added, and a character frame line separation step for obtaining a boundary for separating the character and the frame line from pertinent crossing information obtained in the character frame line crossing information calculation step, separating the character and the frame line and outputting only the character are executed.
