SOLUTION: This power control system radio communication interface device 2 is provided with a communication packet analysis means 36 for analyzing a telegraphic message from a radio transmission terminal, a failure discriminating means 37 for discriminating some failure of a communication packet, a failure processing means 38 for performing processing operations if failure occurs, a failure return discriminating means for discriminating whether or not the failure is restored, a configuration information change means 32 for changing the configuration of the route information of a radio transmission terminal, and a communication packet forming means 35 for forming the communication packet to a central monitoring device 1.
