Summary:PROBLEM TO BE SOLVED: To enable the connection of an emergency call even while all the channels are occupied, by preferentially communicating the emergency call by capturing a channel, with which the transmission/reception of voice is not performed, among speech channels used by the other mobile terminals concerning a mobile terminal which originates the emergency call. SOLUTION: On the assumption that all time slots 1-n assigned to portable telephones 1-1 to 1-n are occupied, when an (n+1)th portable telephone originates the emergency call in such a state, a time slot, with which the transmission/ reception of voice is not performed, is detected among the time slots respectively assigned to the other portable telephones 1-1 to 1-n and this time slot is used. Namely, the voice of the emergency call is inserted to the time slot with which the identification display of voice transmission end is detected. When the identification display of voice transmission start is detected in this time slot, the identification display of voice transmission end in the other time slot is searched and the voice is inserted there. This is continuously executed until the speech end of the emergency call.
