Summary:PROBLEM TO BE SOLVED: To provide a device capable of effectively using energy and lowering the production cost by approximating the phase of signal output to the phase of AC electric input supplied from an external power source and matching the absolute value of AC signal output with the amount of the stored electric energy of a charge storage load. SOLUTION: A recovery control means 40 controls an output conversion means 50, approximates the phase of the signal output to the phase of the AC electric input supplied from the external power source 10 by a DUT 20 and also matches the absolute value of the AC signal output and the amount of the stored electric energy of the charge storage load 30. In this case, a second amplifier 45 receives the output of a second analog comparator 442 and a PWM circuit 47 receives the output of the second amplifier 45 and generates pulse- width modulation control signals. The control input of a switch 52 receives the control signals and controls the switching operation of the switch 52 and thus, the phase and absolute value of the AC signal output Io(AC) of the output conversion means 50 are adjusted.
