Summary:PROBLEM TO BE SOLVED: To remarkably increase the production capacity to improve the productivity by preparing a high concentration emulsion free from the incorporation of bubbles and having a specific viscosity by mixing an oil phase with a water phase in a vacuum emulsifying vessel, charging into a normal pressure stirring vessel, mixing with a diluted water phase and dispersing to prepare an emulsified liquid composition having a prescribed concentration. SOLUTION: The high concentration emulsion free from the incorporation of bubbles and having thixotropic property and <=50 Pa.S and preferably about <=20 Pa.S is prepared by mixing the oil phase from an oil adding line 6 with the water phase from a water soluble component adding line 7 in the vacuum emulsifying vessel 1. Next, the high concentration emulsion is charged into the normal pressure stirring vessel 2 having a capacity of about 1.5-5 times of that of the vacuum emulsifying vessel 1 and mixed with the diluting water from a diluting water adding line 4 and the water phase from the water soluble component adding line 5, which are previously prepared, to be dispersed and adjusted to the desired emulsified liquid composition.
