Summary:PROBLEM TO BE SOLVED: To realize a stable creep running. SOLUTION: An index corresponding to a running resistance of a vehicle is derived from vehicle speed and an actual engaging state of a starting clutch 1 during creep running by running resistance deriving means 22. A target clutch capacitance of the starting clutch 7 is set by target clutch capacitance setting means 23 in response to the index. The engaging state of the starting clutch 7 is adjusted such that the clutch capacitance is set to the target clutch capacitance, and adequate creep torque is generated regardless of road gradient. Further, adequate creep torque corresponding to the number of crews and variation of carrying capacity in a vehicle is generated to realize stable creep running.
