Summary:PROBLEM TO BE SOLVED: To provide a cover locking apparatus for an entrance of a joint groove or the like, which is protected from being in an unlockable state even by intrusion of foreign matters, exhibits an unlocked state which can be confirmed at a glance, and is easy in unlocking operation. SOLUTION: There is provided an internal tube 6 inserted into the interior of a fixed tube body 4, which internal tube has a male screw portion 7 at an upper end thereof, a cam groove 9 at an intermediate portion thereof, and a shaft portion 10 at a lower end thereof. Further, the cover locking apparatus is comprised of a guide pin 14, a latch 11, and a handle. The guide pin 14 is fitted into the cam groove 9 and fixed to the fixed tube body 4 in order to vertically move the internal tube 6 while rotating the same. The latch 11 is fixed to the shaft portion 10, and engaged with a receiving portion 3 of a fixed wall 2. The handle has a key portion which is to be inserted into a keyhole 8 formed in the internal tube 6.
