Summary:PROBLEM TO BE SOLVED: To provide a vibration damping framework capable of definitely realizing a vibration damping function by the yielding of a low yield point steel panel even though a deformation is small during an earthquake. SOLUTION: A plurality of steel beams are connected between paralleled continuous layers of earthquake-resisting walls, and damper portions are installed in the intermediate portion of them. In this case, the damper portion is formed by fitting a low yield point steel panel 2 to an intermediate portion of the web of an I type steel beam, and a rigid reinforcing portion 6 is formed at both the sides of this damper portion. Thus, the rigid reinforcing portion 6 is formed by arranging reinforcing bars 7 with main reinforcement and stirrups to a steel beam 1 and placing concrete. And this rigid reinforcing portion 6 made of concrete is formed respectively at both surface side of the web of a steel beam 1. By doing this, stresses are concentrated at the damper portion during earthquake and the damping effect can be definitely realized by the yielding of the low yield point steel panel 2 at first.
