Summary:PROBLEM TO BE SOLVED: To improve the durability of ballast crushed stones on a ballast existing line, suppress the flow of ballast to the minimum extent when earthquake occurs, and mitigate diffusion and transmission of vibration transmitted from ballast to a road bed. SOLUTION: Ballast crushed stones are raked in, compacted to a predetermined thickness on a road bed surface 12 to fill a filter 15 composed of reformed asphalt emulsion into a cavity in a layer. A lower layer ballast 14a constituted by connecting the filler 15 with the tightened and fixed crushed stones integrally and an upper layer ballast 14b constituted by raking in and compacting ballast crushed stones at a predetermined thickness on an upper side of the lower layer ballast 14a are provided.
