PROBLEM TO BE SOLVED: To provide a device for manufacturing a cream-shaped inclusion hydrate slurry by cooling a water solution. SOLUTION: A manufacturing device is provided with a cylindrical heat exchanger 1 as a hydrate generation heat exchanger for allowing an inclusion hydrate to adhere to a cooling surface by cooling a water solution W for generating an inclusion hydrate when being cooled, an agitation mechanism 14 for generating an inclusion hydrate slurry W1 by agitating the inclusion hydrate adhering to a cooling surface 3b of the cylindrical heat exchanger while scraping it off by a rotary agitation wing 17 and then mixing it with the water solution W, and a heat-storing bath 6 for storing the inclusion hydrate slurry that is sent by the agitation mechanism 14.
