Summary:PROBLEM TO BE SOLVED: To remove the influence of reflection and composition by a body at the periphery of a different vehicle, etc., and to accurately specify fire occurrence and its position by deciding that a fire takes place when more than a specific number of fluctuations are present in a fluctuation detection area at the periphery of a luminescent point area. SOLUTION: A fluctuation detection area generating circuit 11 sets the fluctuation detection area of specific pixel width at the periphery of each luminescent point area. Then a fluctuation pixel extracting circuit 12 extracts fluctuation pixels in the fluctuation detection area. A fire deciding circuit 13a decides a fire in each luminescent point area from the area (number) of the luminescent point area, the number of fluctuation pixels in the fluctuation detection area, or the ratio of the number of fluctuation pixels to the fluctuation detection area and then decides a fire when more than a specific number of luminescent point areas judged as a figure are present. Here, a fluctuation pixel content rate calculating circuit 12a is provided and fire occurrence is decided while limited to luminescent point areas larger than specific area.
