Summary:PROBLEM TO BE SOLVED: To provide an electrifier device durable with regard to the use over a long period, capable of obtaining uniform charging property, as well as preventing an image quality defect occurring in consequence of an excessive water supply or the like on the image carrier, and an image forming device adopting the same. SOLUTION: This electrifier device is constituted so that an ionic conductive medium 10 in a liquid state is held in contact with a member to be charged, so as to prevent a leakage on the upstream side in the moving direction of this member to be charged, and on the downstream side in the moving direction of the member to be charged of the above ionic conductive medium 10, facing the surface of the member to be charged across a fine gap, the rotary sealing member 11 rotated in the direction opposite to the moving direction of the member to be charged is disposed.
