Summary:PROBLEM TO BE SOLVED: To obtain an electrostatic latent image developing carrier which ensures rapid build-up of the electrostatic charge of a toner at high temperatures and humidity or low temperatures and humidity as well as at ordinary temperatures and humidity, does not cause the sticking of the carrier, imparts stable electrification properties to the toner over a long period of time and can stably yield a good image. SOLUTION: Fine resin particles and fine metal oxide particles are dispersed in the coating resin layer on the core particles of a magnetic material to obtain the objective carrier. The dielectric constant of the fine metal oxide particle is 5×10-11-50×10-11 F/m and the electric resistance of the fine metal oxide particle is >108 Ω.m. It is preferable that the fine metal oxide particles in the carrier are treated in advance with a coupling agent and the fine metal oxide particles are preferably titanium dioxide treated with a coupling agent.
