Summary:PROBLEM TO BE SOLVED: To minimize air ratio by changing the rotary speed of a fan to that for low combustion after ignition is completed, and by positioning a damper at an air-volume position for high combustion with a delay of a specific amount of time from the time of the change of the fan. SOLUTION: During first low combustion after ignition, after ignition operation is completed, the rotary speed of a fan is changed to that for low combustion, and a damper is positioned at an air-volume position for high combustion with a delay of a specific amount of time T1, and the low combustion is continued for a specific amount of time. Then, when the first low combustion is shifted to the high one, the fan is rotated at the rotary speed for high combustion while the damper is positioned at the air volume position for high combustion, and the amount of fuel supply is changed to that for high combustion while the air volume of the fan reaches that for high combustion after a specific amount of time T2 passes from the change of the air volume of the fan.
