PROBLEM TO BE SOLVED: To measure and control the concentration of stock solution continuously and accurately in order to grasp the change of the concentration of mixed liquid as a specific gravity. SOLUTION: A takeout pipe 2 for taking out liquid from an stock solution tank 1, a stock solution pump 3, a liquid transfer pipe 4, a branching part 5, and a reflux pipe 7 having a flow adjusting valve 6 and linked to the stock solution tank 1 are connected in succession. A supply pipe 12 branching from the branching part 5 and having a check valve 11 is stood, and an opening is formed on the center of a bottom part of an overflowable cylindrical vessel 13 having a bowl-shaped bottom part 13a, and a buffle plate 14 is arranged facedly thereto, thereby aims at static inflow of the liquid. A cylindrical body 21 for storing the cylindrical vessel 13 and for collecting the overflowing liquid, and a recovery pipe 22 for returning the collected liquid to the stock solution tank 1 are installed. And besides, a float 32 is hung from a load cell 31 into the cylindrical vessel 13, and a gravimeter 33 for measuring electrically the fluctuation of buoyancy is installed.
