Summary:PROBLEM TO BE SOLVED: To provide a substitute reply communication system where a caller side radio base station replies a caller user on behalf of a called user so as to store a message without the need for a channel resource to the called party in the case that no reply response is received from the called user of a mobile communication network and the service is realized only with a resource of one channel in the case of starting transfer of an incoming call so as to effectively utilize the channel at a low cost. SOLUTION: A PHS 1 makes a call 1) and an incoming call is transmitted to an opposite terminal. When the opposite terminal does not reply the call because of residence at the outside of a communication network zone or interruption of power or the like, subscription of the called user to the substitute reply service is confirmed and a caller radio base station replies the call on behalf of the called user. A channel between the caller PHS 1 and a radio block is connected to attain recording 9) of a message. In a prescribed time after the end of recording and the interruption of the channel, the call is transferred to a VMC 7 via an exchange 3. The called user can hear the contents of record transferred to the VMC 7 later.
