Summary:PROBLEM TO BE SOLVED: To obtain a silicone emulsion having high storage stability and capable of preparing a film having high toughness when dried. SOLUTION: This emulsion is obtained by reacting an active hydrogen compound selected from cyclic polysiloxanes having an active hydrogen-including group and silanes and polysilane compoundes having an active hydrogen- including group and a silanol group and/or an alkoxysilyl group with a polyisocyanate or urethane prepolymer so as to obtain a reaction product (B), mixing the reaction product B with a silicone oligomer (A) having a silanol group and/or an alkoxysilyl group or polysiloxane ring reactive to the reaction product B and emulsifying the mixture in the presence of a catalyst promoting polycondensation reaction between A and B. The solventless silicone emulsion is obtained.
