Summary:PROBLEM TO BE SOLVED: To make it possible to detect a passenger who hangs out of a handrail so accurately with a camera. SOLUTION: Both picture processing units 30a and 30b incorporate picture images photographed with two man conveyors 2a, 2b and passengers thereon into a picture memory 302 from the cameras 1a and 1b. A picture processing part 300 and a central processing unit 330 both detect any pictorial variations in the specified hang-over detection area, and extract the picture showing a candidate for hanging-over from a handrail among passengers on the basis of the pictures incorporated. In addition, they extract a characteristic quantity pertaining to the picture showing the extracted hanging-over candidate. The central processing unit 330 judges of whether the characteristic quantity shows the noticeable hang-over happening or not, and in the case where either hang- over candidate is the noticeable object, an attention attracting signal is outputted to a man conveyor controller 21a from an interface part 331.
