Summary:PROBLEM TO BE SOLVED: To make it possible to obtain an excellent picture while suppressing a flicker caused by an influence of a fluorescent lamp with a simple structure as much as possible by detecting a flicker frequency from a luminance signal integrated value of each field and controlling a frequency of a reference clock in accordance with the detected frequency. SOLUTION: A flicker reduction control part 11 is composed of a luminance signal integration circuit 12 for integrating luminance signals from a video signal processing circuit 6, a flicker detection circuit 13 for comparing integration signals from the luminance signal integration circuit 12 and detecting a peak position, a level difference or the like, and an oscillator control circuit 14 for generating a signal that controls a voltage control oscillator. This flicker reduction control part 11 integrates the luminance signals from the video signal processing circuit 6 for 1 field period, compares the integrated values between fields are detects a flicker from the peak position and the level. Then, the voltage control oscillator is voltage-controlled so that the frequency of a reference clock is controlled in conformity with a cycle of the peak and the level.
