Summary:PROBLEM TO BE SOLVED: To reduce charging time by rotating and driving a flywheel using a commercial power supply and charging a secondary battery due to a rotary energy being supplied from a flywheel device. SOLUTION: A flywheel 6 that is mechanically coupled to a rotary shaft due to the rotary drive of an electric generator 8, and an AC electrical energy from a commercial power supply is accumulated as a rotary mechanical energy. When the flywheel 6 reaches a specific high-speed rotary state via a CPU 14, a charge control means 10 sends out a control signal for giving a rotary magnetic field at a slower speed than the rotary speed of a rotor part to the stator part of the electric generator 8 for an inverter circuit 11, and drives the electric generator 8 as a generator by the rotary mechanical energy which was accumulated in the fly wheel 6. The inverter circuit 11 converts AC electrical energy being generated by the electric generator 8 into to a DC electrical energy according to the control of the CPU 14 and accumulates it in a secondary battery 2 via a distribution circuit 15.
