Summary:The speed of mobile (10) in communication with a base (14) is determined by monitoring Rayleigh fading of the signal strength received from base in order to adjust a threshold level so that the threshold increases with decrease in mobile speed. If the median of the signal strength received at mobile (10) from another base (16) or (18) exceeds that received from base by more than the threshold level, a handoff request is issued. Rayleigh fading is monitored by detecting the rate at which the instantaneous signal strength received at mobile (10) from base (14) crosses the short-term median level of that signal, that rate being dependent on the maximum doppler frequency which increases with mobile speed. The median measuring time period may increase with decrease in the maximum doppler frequency.
