The present invention relates to the technical field of metal oxide materials. Disclosed are a synthesis method for cobalt hydroxide and cobalt hydroxide. The synthesis method comprises the following steps: heating ammonium citrate while stirring, introducing protective gas, adding cobalt salt and a mixed alkali solution for reaction, and adjusting the pH to obtain a cobalt hydroxide slurry; subjecting the cobalt hydroxide slurry to alkali leaching, filtering to obtain a filter residue, making the filter residue into a pulp, then adding a washing agent for washing, and drying to obtain the cobalt hydroxide. According to the present invention, an ammonium citrate solution is used as a base solution, then a cobalt solution and a mixed alkali solution are added, under protective atmosphere, a cobalt hydroxide slurry is synthesized in one step, and addition of a dispersant to the cobalt solution can reduce generation of flocs and improve the active specific surface area of cobalt hydroxide.
