Summary:The present invention comprises: an operation limit value management unit which manages an operation limit value related to the tidal current power of a system facility; and a determination unit which, on the basis of power supply information including a power generation plan value, a predicted output value, and a power demand forecast value, calculates a tidal current state of a power system at each future set time, compares the calculated tidal current state with the operation limit value, and determines whether or not each tidal current state is stable. The determination unit sequentially changes a first output power of a first power source defined by the power generation plan value of the first power source, and calculates each tidal current state on the basis of power including the changed first output power and the predicted output value of a second power source. When the determination result of the determination unit is affirmative, the operation limit value management unit manages the operation limit value at each future set time as a sum of the changed first output power and the predicted output value of the second source added to the changed first output power.
