Summary:A network monitoring system, maybe for a water network 100, comprises; at least one sensor 20 to sense one or more parameters of the network; an analyser 40 to analyse data points recorded over time from the network by the sensor, the analyser having an input comprising data points recorded over time from the network and an output comprising an event probability P(event) that an event has occurred which affects the network, the analyser comprising: an outlier detector to determine a measure of abnormality (D) from an outlier detection algorithm for each data point;  and an outlier decay discriminator (ODD) to calculate an outlier probability (Po) for each data point based on each measure of abnormality (D), wherein the outlier probability is decayed over time, the output of the ODD comprising an event probability P(event) based on the decayed outlier probability. A baseline change detector for monitoring a water network is also disclosed.
