Summary: | The upper limit of the usage range of a VBV buffer is determined in accordance with the predetermined delay time of the VBV buffer and a designated bit rate. The target bit rate of a picture (j) and the data occupancy rate of the VBV when a picture (j+1) is encoded are calculated. The target bit rate T(j) for encoding the picture (j) is corrected so as to allow the data occupancy rate of the VBV for the picture (j+1) to always fall within the limited range. By this process, even if an encoded bit rate is set low, the delay caused by the VBV buffer exceeding a predetermined delay time does not exceed a prescribed delay time. With this constitution, an MPEG encoder suitable for the live broadcast, etc. which involves a delay time problem can be realized. |
