Concrete or mortar, obtained by mixing a composition including weak alkaline binders and granular elements with water, where the elements comprise artificial glass or crystal granulate, is claimed. Independent claims are included for: (1) the artificial glass or crystal granulate used as granular elements for the fabrication of concrete or mortar; and (2) a composition for preparing the concrete or mortar, comprising 50-55 wt.% of weak alkaline binders, 45-50 wt.% of granular elements, 15-25 (preferably 20) wt.% of ultrafine elements with a pozzolanic reaction, 50-70 (preferably 60) wt.% of fine or ultrafine elements and 15-25 (preferably 20) wt.% of fine elements, where the granular elements comprise the artificial glass or crystal granulate.
