Provided herein is a naturally derived, safe-to-use microbial material that can contribute to increasing agricultural production by promoting crop growth and increasing yield while controlling plant disease at the same time. Viable bacteria of a novel bacterial strain of genus Lysinibacillus, or a culture containing the viable bacteria, are used as an active component. In this way, for example, a plant growth regulator that promotes crop growth and increases yield, and/or a plant disease control agent capable of controlling a disease such as damping-off can be provided.
