Summary:This application provides a communication method and apparatus, to improve communication performance of a terminal device. The method includes: determining to perform transmission in a frequency hopping transmission manner; and when transmission is performed in a repeated transmission manner, sending a third message (Msg3) or a message A (MsgA) in a random access procedure in an inter-slot frequency hopping and repeated transmission manner; and/or when transmission is performed in a non-repeated transmission manner, sending the Msg3 or the MsgA in an intra-slot frequency hopping and non-repeated transmission manner.
