This application discloses a method for a terminal to access public and private networks and a communications apparatus. When a terminal registers with a first network, a policy management network element of the first network configures, for the terminal, a route selection policy of the terminal for a PDU session of a second network, and the terminal may select, based on the route selection policy, the first network to establish the PDU session of the second network. In this way, with permission of the first network, the terminal may select the first network to establish the PDU session of the second network. When the terminal supports dual radio, the terminal receives a network selection policy of a mobility management network element of the first network, and performs registration of the terminal in the second network based on the network selection policy. In this way, when the terminal has a dual radio capability, the terminal is allowed to perform registration twice, thereby fully activating the dual radio capability of the terminal. The terminal may simultaneously access the first network and the second network, and separately access services of the two networks.
