A pannier 14 includes: a casing body 22; a lid 24; an attaching-detaching holder 54 which removably attaches the casing body 22 to the vehicle; an opening-closing holder 42 which attaches the lid 24 in an openable and closeable manner; a cylinder 69 which serves to lock both of the attaching-detaching holder 54 and the opening-closing holder 42; and first and second movable holders 48, 66 which are movable when the cylinder 69 is unlocked. When the cylinder 69 is at a lock position, the first and second movable holders 48, 66 are retained at a position where the casing body 22 is unremovable and the lid 24 is unopenable. When the cylinder 69 is at a pannier detaching position, the second movable holder 66 is movable to an attachable-detachable position where the movable holder allows the casing body 22 to be detached. When the cylinder 69 is at a pannier opening position, the first movable holder 48 is movable to an openable position where the movable holder allows the lid 24 to be opened.
