The flow control device (15) comprises a first throttle unit (151), a second throttle unit (152), and a valve assembly; the flow control device (15) comprises a first port (1501), a second port (1502), and a third port (1503); a first connection port of the first heat exchanger (11) is in communication with the second port (1502), and a first connection port of the second heat exchanger (12) is in communication with the third port (1503), while a first connection port of the third heat exchanger (13) is in communication with the first port (1501). The thermal management system comprises a first operating state and a second operating state; in the first operating state, refrigerant flows into the first port (1501) of the flow control device (15) from the first connection port of the third heat exchanger (13); in the second operating state, refrigerant flows into the second port (1502) of the flow control device (15) from the first connection port of the first heat exchanger (11); in the first operating state and the second operating state, refrigerant may flow out of the flow control device (15) from the third port (1503).
