The present invention relates to a control flowrate regulating valve (1) specifically for a scroll compressor (7) inside a vehicle air conditioner or a heat pump, the valve at least comprising: a housing (8); a closing member (9); and fluid connection parts (2, 3, 4) for a control flowrate of back pressure (Pb), high pressure (Pd) and suction pressure (Ps), the fluid connection parts having effective areas, of the closing member, assigned to the fluid connection parts. The control flowrate regulating valve has a fluid connection part (5), for peripheral pressure (ATM), having an additionally assigned effective area of the closing member (9), and is formed in a fluid-sealing manner for other chambers having high pressure (Pd), back pressure (Pb), and suction pressure (Ps), such that the force, obtained from the pressures (Pd, Pb, Ps, ATM) applied to the closing member (9), is applied to the closing member (9) so as to allow the control flowrate, which moves from the high pressure (Pd) to the suction pressure (Ps), to flow in a manner of forming the back pressure (Pb), wherein the peripheral pressure (ATM) is applied to the closing member (9).
