An object is to enable outputting of a proposal of solution to an inconsistency in a resource operation plan along with a forecast of an inconsistency-solved state and a predictive value of a predetermined evaluation index. A resource operation planning assist apparatus 101 includes: a storage device 102 storing an operation plan of a resource for use in a predetermined business; and a processor 105 configured to specify a change proposal for the operation plan for solving an inconsistency contained in the operation plan, by using a predetermined algorithm, determine success or failure in inconsistency solution in the operation plan with the change proposal applied thereto, by using a predetermined algorithm, and output information on the change proposal and information on the success or failure in the inconsistency solution to a predetermined device.
