Summary:A method for allocating radio resources (RR) by a broadcast cellular system (BCS), said broadcast cellular system (BCS) communicating with a plurality of user equipments (UEi), and broadcasting a set of data packets (DPk) over a set of time slots (TSj), said method comprising: - for each user equipment (UEi) from the plurality of user equipments (UEi), o determining (S1) a user's context (UCi) representative of radio conditions experienced by said user equipment (UEi), o determining (S3) from the user's context (UCi) a transmit power (TPi) for sending from the broadcast cellular system (BCS) one data packet (DPk) from the set of data packets (DPk), - for at least one time slot (TSj) from the set of time slots (TSj), o determining (S5) an eligible set of user equipments (UEi) from the plurality of user equipments (UEi), user equipments from said eligible set being selected (S51) according to their respective transmit powers (TPi), said respective transmit powers (TPi) controlling (S7) a broadcast transmit power (BP) for the broadcasting cellular system (BCS) to broadcast in said time slot (TSj) one data packet (DPk) from the set of data packet (DPk), the broadcast transmit power (BP) being greater than or equal to the respective transmit powers (TPi) from each user equipment (UEi) from said eligible set, o allocating (S9) in said time slot (TSj) the broadcast transmit power (BP), for broadcasting the one data packet (DPk) to the eligible set of user equipments (UEi).
