Summary:An expanding method and an expanding system of a tobacco raw material of the present invention brings a tobacco raw material into contact with saturated steam (first steam) in a swelling apparatus (10) so that the tobacco raw material is swelled into a swelled tobacco raw material, and thereafter, the swelled tobacco raw material is allowed to dissipate heat thereof in a heat-dissipating apparatus (32) until a temperature (T ST ) of the swelled tobacco raw material reaches an expansion starting temperature (Te) lower than a dew point temperature of the superheated steam, prior to drying the swelled tobacco raw material with superheated steam (second steam) in a flush dryer (46).
