Summary:The device (9) has a tubular electrode (10) opening at two ends and comprising an outer face that is electrically insulated by a thin insulation paper (15). Tubular barrier elements (22-25) are encased together and concentrically arranged around the electrode. Lower ring elements (16, 17) and upper ring elements (19, 20) are fixed to retaining rings (18, 21) and arranged concentrically around end portions (13, 14) of the electrode. The ring elements project beyond the electrode end portions, where each ring element region projecting beyond the end portions is inwardly bent by 90 degrees. The barrier elements, the ring elements and the retaining rings are made of laminated fiber.
