The invention, provides a method for preparing a water insoluble gel composition comprising: mixing a water soluble an epoxy cross-linking agent, an alkaline compound and a solvent; and drying the thus mixture at 1 to 30°C under vacuum to remove the solvent, and a water insoluble gel composition.
