The device has a reel support i.e. drum (10), that is rotatable about a main axis, and two reels which are rotatably mounted on the support, where axes of rotation of the reels extend perpendicular to the main axis of the reel support. The reels consist of reel bars (7) with reel heads and winding mandrels, where the reel heads are arranged at ends of the reel bars. The heads include stretching/clinching devices, which move the mandrels such that fiber strands (5) i.e. hollow-fiber membrane strand, to be reeled are stretched or clinched. Independent claims are also included for the following: (1) a method for winding fiber strands, in particular hollow fiber membrane strands, for the production of dialysis filters (2) a device for wrapping around a fiber strand, in particular a hollow fiber membrane strand, for the production of dialysis filters (3) a method for wrapping around a fiber strand, in particular a hollow fiber membrane strand, for the production of dialysis filters (4) a device for manufacturing a fiber bundle (5) a method for manufacturing a fiber bundle.
