Summary:It is an object to provide a radio network control device and a radio network control method that allows some particular mobile terminals to access a particular mobile terminal, while prohibiting the other mobile terminals from accessing the particular mobile terminal. If TMSI included in a connection request is not stored in a subscriber-information storage unit (140), IMSI corresponding to the TMSI is acquired from a higher-level device and access control is performed for radio communications between a mobile terminal and a base station.
