The case has a membrane (206) with one end connected to a rigid skirt (204) and another end connected to the case. The membrane is maintained tight between the case and the skirt independent of the position of the skirt. The membrane is manufactured of an elastic material such as rubber. The ends of the membrane are unwound and/or wound based on the displacements of the skirt. An independent claim is also included for a pneumatic actuator of a vehicle equipped with a case having a rigid skirt.
