Eliminating defective decoupling capacitors

The decoupling capacitors (2-4) are coupled between the power rails (10,11). The fuses (7-9) e.g. poly electrical fuses are coupled between the power rail (11) and decoupling capacitors. An independent claim is also included for defective decoupling capacitor elimination method.
