Summary:The arrangement has an inner bag (11) and an outer bag (12) with at least two adjacent edges. The fluid substance can be at least partly transferred into the outer bag when the inner bag is opened. The external dimensions of the inner bag are reduced in length and width wrt. the internal dimensions of the outer bag so that the two coincident edges of the outer bag are free of those of the inner bag and a free flooding region (15,16) is defined along the bag edges between the inner and outer bags.
