The upper horizontal water tank, the vertical water channels and the lower horizontal water tank are full with aqueous medium. The vertical water channels are respectively vertical to and communicated with the upper horizontal water tank and the lower horizontal water tank. The top of the upper horizontal water tank is provided with a water filling hole which is provided with a safety valve. The radiating fins are respectively installed on the outer wall of each vertical water channel. The electric heating and temperature control system comprises an electric heating element and an electric control case. The electric control case comprises a power socket, an excessive heating protector, a power switch, a thermostat, a temperature sensor and an indicator light. The electric heating element is arranged in the lower horizontal water tank and the temperature sensor is arranged in the groove of one end of the upper horizontal water tank.
